[Users] Compiling source templates?

Hi Denis,

   I completely missed that there were spec files in those directories :P,
and yep, it does look like it just moves and renames files.
What is the process of doing a PR to those Bitbucket repos?   I have a
Devuan 2.1 repo template I'd like to publish.
