[Users] Create Ubuntu Environment

I get this error:
[root at localhost ~]# prlctl create Exacq --vmtype ct --ostemplate ubuntu-14.10-x86_64
Creating the Virtuozzo Container...
Failed to register the CT: Operation failed. %1
Failed to create the virtual machine.
