[Users] Broken ploop containers after vzctl upgrade to 4.9.4-1 on Debian

Hello,

I found problem with ploop based containers on Debian Wheezy hosts
after vzctl upgrade. During upgrade additional option was added to
CT config:

# Upgrade Thu Sep 10 12:01:27 MSK 2015: Securing CT config by adding
VE_LAYOUT=simfs
VE_LAYOUT=simfs

This change broke snapshots and start/stop of container.
