More formal answer is:
Technically this is possible. we can use iterative trick similar vzsnap.
But currently it is not implemented.

Thinking loud: Live quota recalculation feature is good candidate for
mainstream to work with harness CBT and fiemapfs_ioctl. This crap can
works for any generic filesystems. I'll add it to my idea list.
