[Users] Why open source OpenVZ project require commercial CloudLinux as platform?

I am interesting in such build system too.
In first approximation it can look like:
- take OS templates (like we published in https://src.openvz.org/projects/OVZT)
and rebuild them on regular basis (per hour).
