[Users] Kernel 3.10 packages availability

I see there is a 3.10 kernel branch here:

Is it considered stable?

Is there any plan to make packages (e.g. for Debian distributions) ?

Would be nice to have an updated kernel for OpenVZ packaged automatically
and get updates when you push some security updates etc..
