[Users] veth and bridge mac address

When using VETH and using automatic MAC address assignment, a hard-coded
prefix 00:18:51 is used. Is it possible to change that prefix through
some configuration file? The problem could be mitigated by using a high
enough prefix (e.g. fe:18:51).
