Ideally I'd like to not use partitioning as this limits the flexibility
I have with changing the amount of disk space a container has access to
but it might be the solution in this scenario.

I must say I haven't tried with quotas, but without quotas OpenVZ can
handle it perfectly.
My container has DISK_QUOTA="no" set, and it can use my 5 TB perfectly:
# df -h
Filesystem Size Used Avail Use% Mounted on
/dev/vzfs 4.8T 2.2T 2.7T 45% /
#
So I guess you should look into the limits of the quota support.

I think in this case I'll be stuck with the same issue unfortunately -
If a container fills up the disk then all the containers suffer.
As mentioned above I might have to go with repartitioning the raid array
to benefit from using a physically "separate disk" to store data on for
that specific container requiring more than 2tb.
A question though - would you not be in the same position I'd be in if
chose to either 'mount --bind' or not use disk quotas? How would you
overcome a user filling up the disk and thereby also filling up the
other containers' "disks" you have? Unless of course you have only one
container?
I guess though the real question is why the 2tb limit when using
quotas.. Google isn't being helpful at the moment so I might need to use
one of the other suggested solutions for now.
