Hi Jim,
kmem_debug output can clarify this situation.
I expect it happens because apt-get open many files. Each open files and directories eats kmemsize for disk-related structures.
For x86_64 kernels sum of all VE's kmemsize and allsoketbufs limits should not be greather than 40% RAM on your node.
