[CRIU] [Announce] CRIU 2.4

Hello, everyone!

The 2.4 is out with a set of new features, nice bugfixes and code
reworks that will eventually lead us to lazy restore :)

Despite Jenkins has been less stable than we would like it to be
these days, it looks like we didn't break a lot ;)
