[CRIU] [PATCH 06/10] ns: Add check_ns_proc helper

This helper will be needed to parse namespace links.
Because I gather all namespace descriptors in one array,
I need to have there all possible combinations the kernel
currently supports. Thus I add user_ns_desc descriptor.
