Why didn't I? Quoting "I see no reason to receive a list of same named
functions".

Andrew, lets find some consensus then. You need this symbols, right?
And you don't wanna chage anything in the workflow you're familiar
with.

But I need some way to work solely with tags of subsystems of our
source code.

Thus I propose drop this patch but then I provide targets for
subsystems such as

make tags-crtools
make tags-tools

and so. Sounds reasonable? This won't change anything for existing
developers.
