[Announce] ploop 1.14.1

OpenVZ project has released a new ploop version. Read below for more
information. Everybody is advised to upgrade.

This is a hotfix update, fixing a regression appeared in 1.14.

Fixes:
* if mke2fs fails, retry it without -Elazy_journal_init (OVZ-6539)
