[Announce] e2fsprogs-resizefs-static 1.42.11

OpenVZ project has released a new version of e2fsprogs-resizefs-static,
a tool to used by ploop to resize ext4 fs inside a container.

Read below for more information. Everybody is advised to upgrade.

Updated to upstream 1.42.11 (with the fix for overly-pessimistic
calculation of minimum size required, resulting in improved ability
to shrink FS, PSBM-25406)
