[Announce] New kernel: RHEL5 028stab099.3 (moved to stable)

OpenVZ project has released an updated RHEL5 based kernel.
Read below for more information. All users are advised to upgrade.


Changes
=======
Since 028stab098.1:
* Rebase onto RHEL5.8 kernel 2.6.18-308.el5 (security, bug fixes, 
enhancements)
* kernel.dmesg_restrict sysctl should not affect containers (#2197)
* fixed checkpointing of containers with bind-mounted files
* fixed locking for persistent tun devices (#2207)
