[Announce] New vzctl 3.0.30.2

OpenVZ project has released a new vzctl version.
Read below for more information. Everybody is advised to upgrade.

Changes
=======
This is a second stable update to 3.0.30, fixing the following regression:
* fix starting non-vswap CT migrated from old 32-bit host
   (do not complain about missing swappages) (#2138)

Plus in contains the following fix:
* vps-download: fix CHECK_TEMPLATE_SIG check
