[Announce] New devel kernel release: 2.6.18-028stab021

OpenVZ project has released an updated 2.6.18-based kernel. Read below
for more information. Everybody who's using 2.6.18-based kernel
is advised to upgrade, OR switch to RHEL5-based kernel.


Changes

Per-VE I/O priority support. Fixes in CPT, UBC, VETH, IPv6, NFS in VE, 
networking.
