[Announce] New release: kernel 2.6.9-023stab030.1

OpenVZ project has released a new RedHat Enterprise Linux 4-based kernel.
Read below for more information. Everybody using 023 kernel is advised 
to upgrade.

Changes
=======
Rebased on 2.6.9-42.0.3EL, driver updates, configs synchronization with RHEL. 
CPT fixes, mainstream updates, a lot of virtualization enhancements (sysctls, sysfs, stats),
OOM-killer fixes, VE cleanup speedup.
