[Announce] New development kernel, vzctl and vzquota release, featuring live migration

OpenVZ project has just released a new development kernel, 
2.6.16-026test009, and updated vzctl and vzquota packages.

New kernel features checkpointing, a mechanism to freeze a VE and save 
its in-kernel state in a file, and restore it from that state later 
(similar to "suspend to disk" or "hibernation" feature used on laptops). 
New vzctl commands (chkpnt and restore) are added to support this.

This feature makes possible to do live migration, i.e. a VE can be moved from
one physical server to another without a need to shutdown it. A new vzmigrate 
utility (in vzctl package) can be used to achieve that.

Additionally, we have changed the tools' license to GNU GPL v.2.
