[Users] User level systemctl not working

Greetings!

We use systemctl --user​ to manager user level services.

No matter the OS (Ubuntu 20 and AlamaLinux 8 for example) it fails w/ “Failed to connect to bus: No such file or directory” in reference to  /run/user/<UID>/bus​.

This is using:


OpenVZ release 7.0.19 (347)


To reproduce:


  1.  ssh in as user (su - <USER> is usually not sufficient).
  2.
execute systemctl --user​
  3.
Note failed to connect to bus error
     *
even if a user has no services that should have non-error output and exit clean

Doing the libvirt.conf suggestion for an existing user at https://docs.virtuozzo.com/libvirt-docs-5.6.0/html/dbus.html had no effect.

Any idea how to get systemctl --user​ working on servers running on top of OpenVZ?
