[Users] Unable to destroy container

Hi,
I have attempted this solution, but no luck.
2019-09-23T04:25:44-0500 vzctl : CT 190 : CT is not mounted
2019-09-23T04:25:44-0500 vzctl : CT 109 : Destroying container private
area: /vz/private/190
2019-09-23T04:25:44-0500 vzctl : CT 190 : Can't move /vz/private/190 ->
/vz/vztmp/vzctl-rm-me.hcrepc: Operation not permitted
Anymore solutions please ?.
