[Users] Debian 10 VPS on OpenVZ/6

Hello, ctcreate is a templates & containers deployer for OpenVZ 6, with
Debian and derivatives in mind (Debian, Devuan, Ubuntu, etc.)
It uses debootstrap and applies each required workaround to run.

I've published today's version that allows to create Debian 10 templates
and containers.
As debootstrap/dpkg-deb complains about Linux version, ctcreate allows
to run it nested in a well-configured container (eg. creating Debian 10
temporary files in a Debian 9 VPS).

All this thanks to /etc/vz/osrelease.conf parse.
