[Users] Container error: snmpd[383]: diskio.c: cannot find statistics in /proc/partitions

>Description of problem: New create a container, install & start net-snmp,
got error "snmpd[383]: diskio.c: cannot find statistics in
/proc/partitions" every 5 seconds in /var/log/messages

>How reproducible:

>Steps to Reproduce:
1. prlctl enter 101
2. yum install net-snmp
3. systemctl start snmpd
4. tail -f /var/log/messages

>Actual results: May 6 12:21:05 test snmpd[383]: diskio.c: cannot find
statistics in /proc/partitions

>Expected results: No error

>Host OS: Virtuozzo Linux release 7.5 (installed by
openvz-iso-7.0.10-252.iso)

>Guest OS: CentOS Linux release 7.6.1810
