i don't know what the package tries to do,
but dpkg is usually used to build kernel modules,
and inside a Container you don't need building kernel modules -
you won't be able to load it anyway.
Check https://wiki.openvz.org/FUSE ,
check is it's possible to disable compiling kernel module or try
to build it from sources - again, without kernel modules part.
