[Users] VMs startup problem

Hi,
I am experiencing problem with OpenVZ 7 during the physical server reboot.
When I have more than 20 active VMs on my host with "--onboot yes" flag
enabled, only the first ~17 VMs start correctly, others never start up
and their services can be seen as failed.
Output from systemctl:

All VMs boots up only after restarting prl-dip.service for two/three times.
I have tried to change VE_PARALLEL value in /etv/vz/vz.conf, but without
success.
How can I fix this issue?
