Indeed.  I tried a "yum clean all ; yum update" this morning and it looks like some mirrors went away and others weren't synced yet so... I edited the openvz.repo and vzlinux.repo files and commented the mirrorlist lines and uncommented the baseurl lines and tried again.  That successfully upgraded to 7.0.5 and indeed there was a debian-9 ez template package.  Installed that and was able to create the OS Template and create a container out of it... I think... because it is in the middle of building the OS Template as I write this.  I assume it will complete just fine. :)
