Hello Edirck,
That is because ubuntu 14.10 is no longer supported by Canonical, it is not LTS, thus it was removed from repositories.
To make it work it's necessary to reconfigure repositories for it, point them to a vault.
Following worked for me perfectly fine:

[root at asgard default]# pwd
/vz/template/ubuntu/14.10/x86_64/config/os/default
[root at asgard default]# cat repositories
http://old-releases.ubuntu.com/ubuntu utopic main restricted universe multiverse
http://old-releases.ubuntu.com/ubuntu utopic-updates main restricted universe multiverse
http://old-releases.ubuntu.com/ubuntu utopic-security main restricted universe multiverse
[root at asgard default]#

With this repository configuration I've created ubuntu 14.10 cache successfully:

[root at asgard default]# vzpkg list -O -c
ubuntu-14.10-x86_64 2016-03-18 13:18:46

[root at asgard default]#
