[Users] /proc/mounts ABI change, simfs quota regression

According to https://bugs.openvz.org/browse/OVZ-6655 the simfs bug is
fixed in 042stab113.12 on 22nd January. Yet the latest kernel I see is
still the 042stab113.11 from 29th December 2015.

Could we pretty please get a fixed kernel released? It's now 44 days
since you fixed it in your code branch and for us simfs users with disk
quota enabled in VPS's this issue is sort of a show stopper.
