[Users] Reboot inside Container not work

I used to add ALLOWREBOOT="yes" in /etc/vz/conf/XXX.conf, to allow a
container user use command "reboot" to reboot inside it. But now it seems
not work. Every time, container enter status "mounted" from "running". What
option should I use now?

kernel 3.10.0-229.7.2.vz7.8.9
vzctl 7.0.71
libvzctl 7.0.117

PS:
"vzctl --version" returns  "vzctl v.0.0.0-0", makes no sense
