It's not "build scripts", it's the whole vzpkg infrastructure. It's not 
closed source
either, the situation is more complicated. Initially vzpkg appeared in 
OpenVZ and
it was forked in Virtuozzo. Later it went to an abandoned/non-maintained 
state
in OpenVZ because of lack of resources/contrubutors to keep it alive.

Yes, as Virtuozzo userspace will be published, vzpkg will be published 
as well.
This should happen later this year as per our previous announces.
