[Users] vzctl compact fails to compact container, what can i do

You might try updating your toolset because all of those versions are behind. Here's what I have on my system:
e2fsprogs-resize2fs-static-1.42.3-3.2.ovz.x86_64
vzctl-4.6.1-1.x86_64
vzkernel-2.6.32-042stab084.12.x86_64
vzctl-core-4.6.1-1.x86_64
vzquota-3.1-1.x86_64 (same)
vzstats-0.5.2-1.noarch (same)
ploop-lib-1.10-1.x86_64
ploop-1.10-1.x86_64
I don't know if that will fix your problem or not but it is the first thing I'd try.
