vzdev and other similar packages are available from vz repos, which are 
configured in all current precreated templates. Here is an example for 
CentOS 5:

[vz-base]
name=vz-base
mirrorlist=http://vzdownload.swsoft.com/download/mirrors/centos-5
gpgcheck=0

[vz-updates]
name=vz-updates
mirrorlist=http://vzdownload.swsoft.com/download/mirrors/updates-released-ce5
gpgcheck=0

So, if we look at these repos, we will find
http://vzdownload.swsoft.com/ez/packages/centos/5/i386/os/
which contains vzdev (different version though).
