User beancounters are fully there. CPU sheduler priorities (i.e. 
cpuunits) functionality
should work but is currently untested. Hard cpulimit is not yet 
implemented (but this
is in TODO).

Overall, it's about the same as 2.6.27, just way less mature at the moment,
so use it on your test machines and file bugs!
