[Users] high load average on OpenVZ servers

Hi,
we are using a couple of OpenVZ servers with 
2.6.18-92.1.18.el5.028stab060.2PAE kernel
Both have 4 CPU and 16 GB of RAM (they are Dell Servers)

One of them have 12 VEs, not CPU intensive, and we are having this load:

top - 15:09:53 up 7 days,  2:08,  2 users,  load average: 14.13, 14.15, 
14.13
Tasks: 589 total,   2 running, 587 sleeping,   0 stopped,   0 zombie
Cpu(s):  0.3%us,  2.4%sy,  0.0%ni, 97.2%id,  0.0%wa,  0.0%hi,  0.0%si,  
0.0%st
Mem:  16610436k total,  2076208k used, 14534228k free,   229628k buffers
Swap:  4095992k total,        0k used,  4095992k free,   302844k cached

Tho other have 2 VEs, also not CPU intensive, and these are its numbers:

top - 15:11:00 up 2 days,  3:45,  1 user,  load average: 6.15, 6.20, 6.18
Tasks: 352 total,   1 running, 351 sleeping,   0 stopped,   0 zombie
Cpu(s):  0.3%us,  1.8%sy,  0.0%ni, 97.6%id,  0.0%wa,  0.0%hi,  0.2%si,  
0.0%st
Mem:  16610436k total,  2968484k used, 13641952k free,    96052k buffers
Swap:  4095992k total,        0k used,  4095992k free,  1425816k cached

Isn't that too much load average? What can be the problem?
