Did you try just extracting the tar.gz outside of vzctl? 

I just downloaded and extracted the debian-4.0-amd64-minimal.tar.gz file with no errors.

I think something is wrong with the template repository at http://wiki.openvz.org/Download/template/precreated 
I have just downloaded debian-4.0-amd64-minimal.tar.gz and I got this message:

The checksum of the template is:

Nevertheless, I downloaded the same template one month ago and the checksum is different: 
c204a80942dce0678c805e412d101fdc debian-4.0-amd64-minimal.tar.gz 

...and this one works very well... 
It would be great if someone can check it out.
