I had the same problem but I see there is a bug report for that:

I did have the fair scheduler on and after disabling this:

# zgrep CONFIG_FAIR /proc/config.gz
# CONFIG_FAIR_GROUP_SCHED is not set


it works.

# uname  -a
Linux jmd1 2.6.24-openvz #1 SMP PREEMPT Sun Feb 10 23:42:00 EST 2008

# vzlist
