[Users] quota exceeded when migrating

Hi,

Might be a SNAFU, but here it is anyway. Yesterday I've tried
migrating (non-live) a VE with 90% disk full and the migration broke
with rsync failing with "quota exceeded" in the 2nd pass while migrating
a file that is itself larger than the remaining disk space. 

My guess is that during sync rsync syncs to a temp file and VE ends up
having to store more than the quota.

Just to let you know, don't know if anything needs to be done about
that, maybe put a warning so that inexperienced user is not confused.
