[Users] CONFIG_USER_RESOURCE missing?

Andreas,

according to strace looks like you are still trying to use 32-bit vzctl and OpenVZ tools.
Try recompile it as 64-bit binaries.
Also please check that your have CONFIG_COMPAT=y in your kernel .config file.
