You are missing addition to main Makefile in
tools/testing/selftests/Makefile. Without it the test doesn't compile
if you don't compile it manually from within the directory.
TARGET += ve_devcg_bpf

You need to switch the order
-CFLAGS += -g -I../../../../tools/include/ -I../../../../usr/include/
-Wall -O2
BPF_MOV64_IMM is not defined in tree/usr/src/linux/filter.h causing

Here we are including both <sys/mount.h> and <linux/mount.h> which
creates collision of MS_READONLY
In file included from ve_devcg_bpf_test.c:20:
../../../../usr/include/linux/mount.h:13:26: error: expected identifier
before numeric constant
13 | #define MS_RDONLY 1 /* Mount read-only */
I suggest to remove <linux/mount.h> and after that you need to define
FSCONFIG_CMD_CREATE used in fsconfig
