    configs: disable cpu partial slab support
    
    Cpu partial slab support had been made configurable by commit
    e0e16ab86019 ("ms/slub: Make cpu partial slab support configurable")
    
    In vz7 we have this option disabled because this saved us about a 1G
    in dvd-store test.
    
    Let's try to disable it in vz9 as well and review influence on perf test.
