The same static name is mostly fine except the case when guest have 2 
vhost-blk provided disks. It may be confusing to have the same serial 
for both.
I do not think it is realistically possible to have overlapping ids in 
the same vm given that disks are set up at start.
As for overlapping ids for different vms it doesnt matter. This index is 
never used outside VIRTIO_BLK_T_GET_ID (e.g. vms) and host even have no 
way to read it.
