On some nodes ( https://pmc.acronis.com/browse/VSTOR-41067,
https://jira.sw.ru/browse/PSBM-125953) pcc-cpufreq is used as the cpufreq
driver rather than intel_pstate, which is suspicious: pcc-cpufreq is
generally not recommended.

It looks like intel_pstate silently fails to initialize in such cases.
Let us add more prints to make it clearer why intel_pstate refuses to work.

The first patch is from the mainline kernel, the second one makes the
prints more visible in the logs.
