I thought that whilelist will work only for auto-loading iptables 
modules on special rules creation? But not for manual load:

[root at pcs7 ~]# vzctl exec 109 modprobe binfmt_misc
[root at pcs7 ~]# lsmod | grep binfmt_misc
[root at pcs7 ~]#
