Current patch has two places with:

+               if (n->nlmsg_type == RTM_NEWTFILTER &&

The change (in the two spots) is:
+               if (n->nlmsg_type == RTM_NEWTFILTER &&
+                   (n->nlmsg_flags&(NLM_F_CREATE|NLM_F_EXCL))) {
