it would be nice to not oops meanwhile :)

Pavel told me (he won't be in office for couple of days) that this
place was the biggest PITA during netnsization of fragments.
FWIW, I'm currently running with
- ip6_frags.ctl = &net->ipv6.sysctl.frags;
+ ip6_frags.ctl = &init_net.ipv6.sysctl.frags;
