[Devel] git.openvz.org now hosts vzctl and vzquota

As of now, OpenVZ git repository at git.openvz.org are now hosting 
source code for vzctl and vzquota utilities. You can view the latest 
changesets and browse code online at http://git.openvz.org/.

As a side note, I'd like to add that we have switched to GNU GPL for 
those utilities. GPLed versions are not yet released, but will be very soon.
