You are perfectly welcome to do so. I have actually tried that already
as you can see in http://bugs.debian.org/392015

However it do not match the Debian Acceptance Guidelines as you can see in
http://wiki.debian.org/DebianKernelPatchAcceptanceGuidelines

So in order to get it accepted it must be merged upstream, which means to
be included in the Linus Torwards Linux kernel source.

This is the main reason why there are a set of linux images on
download.openvz.org/debian.
