[Debian] Vzctl for parisc

I suppose this is HP PA-RISC.

I would say we could do the port ourselves, if we would have the hardware
(or at least a remote access to the hardware, including the console -- for
kernel debugging etc). So if you can do that, we will port OpenVZ to parisc
