Looking at https://launchpad.net/~criu/+archive/ubuntu/ppa/+packages
I see that the package name is criu-3.16-1ppa2.20.04 

In your error message the name is different criu_3.16-1ppa1.20.04

There is a 1 behind ppa instead of a 2. Does 'apt-get update' help?

If not then the repository on the launchpad side has not been created
correctly.
