[CRIU] [announce] criu: Version π

Hello, everyone!

The long-tempting release is ready, thank you for your patience.

It has lots of new features on board. We have finally got the time
namespace support, great improvment of the pre-dump memory
consumption, switched to the new clone3 and many many more.

Also this is the first release with the new maintainership model which
was done 99.9% by the community effort. Let's congratulate Andrey
who will finally be able to respire.
